Can i download em4 mods without emergency planet?

When you haven't changed anything to the LA mod and original game files you can play online without any problems. To join an existing game, you have to load the mod and look for servers. I want to install london mod on first responders but the download I have from emergency planet is a em4 mod installer which does not exist in first responders files so it cannot install. Any help is greatly apperciated.
